Handbook of Identified Uses of Hydrocarbon Substances – 2026 Dossier Update (handbook no. 2026/01)
The 2026 edition of the Concawe Handbook of Identified Uses has been released, continuing to support REACH registration activities for hydrocarbon substances across the Concawe portfolio.
The Handbook has been prepared by the REACH Registration team, with expert input from the Uses Special Task Force (STF 15/PSMG) and support from the Exposure STF (STF 29/HMG). It follows the same well-established governance and methodology applied in previous editions, ensuring continuity, scientific robustness and regulatory reliability.
This latest update reflects both the evolution of the Concawe substance portfolio and recent regulatory developments. Key changes compared with the 2025 edition include:
- Expanded coverage of renewable and co-processed substances, further reflecting the growing role of alternative feedstocks and the ongoing diversification of the Concawe portfolio.
- Clarifications on “uses advised against”, including confirmation of the status of drilling mud applications for SRGO and VHGO. These uses are now clearly identified following the 2025 self-classification of these substances as Repr. 1B (H360FD), improving transparency for registrants and downstream users.
- Alignment with recent regulatory developments, notably the incorporation of CMR-related provisions under REACH Annex XVII and Directive 2004/37/EC (as amended), ensuring consistency with evolving EU regulatory requirements.
- Updated IUCLID use mappings and editorial refinements, improving consistency and clarity while maintaining the underlying methodology unchanged to preserve continuity with previous editions.
- Further clarification of Concawe Generic Exposure Scenarios (GES), supporting a clearer understanding of how uses, exposure conditions and risk management measures are linked.
- Consolidation of consumer fuel uses, enhancing consistency with Directive 98/70/EC and streamlining how these uses are reported.
Overall, the 2026 edition represents an incremental but important update, strengthening clarity, regulatory alignment, and usability of the Handbook while maintaining methodological consistency. It continues to serve as a key reference for Concawe members in ensuring compliant and harmonised reporting of identified uses under REACH.
