Product Stewardship
One of the key activities of Concawe’s Product Stewardship Management Group (PSMG) is to monitor developments in the area of chemicals legislation that affect the Concawe inventory of petroleum substances.
With the entry into force on 1 June 2007 of the REACH Regulation (Registration, Evaluation, Authorization and Restriction of Chemicals), the framework of EU chemical legislation experienced a very significant change. Under REACH, the responsibility for undertaking the health and environmental hazard and risk assessment of substances had been shifted from the authorities to the industry. Recogniing these challenges, Concawe voluntarily undertook a program of risk assessment of petroleum substances, including development of risk assessment methodologies to address the shift in responsibilities. These risk assessments formed the basis for the registration dossiers. Furthermore, Concawe has taken the role of SIEF (Substance Information Exchange Forum) Formation Facilitator, to ensure a consistent approach to registration of petroleum substances under REACH. The registration dossiers are offered via licensing agreements to manufacturers and importers.
The EU Regulation on Classification, Labelling and Packaging of substances and mixtures (CLP), came into force on 20 January 2009 and is aligned to the GHS (Globally Harmonized System of Classification and Labelling of Chemicals). Concawe provides recommendations for the health and environmental classification and labelling of petroleum substances in accordance with CLP regulation. Classifications have been compiled in the Concawe Classification and Labelling Report. Recommendations are updated as new information becomes available or the legislation is amended or changed.
